"unable to connect to login" etc...

So, I've looked through every nook and cranny I can find in the forums to find a solution but nothing works.
My firewall and antivirus are turned off, I have no loopback, I know the server is online because it says so on the homepage and I see the users online count going up and down as I write this. I tried changing the compatibility and I tried using the batch files and I tried all the IP addresses as well. Absolutely nothing works.

One weird thing that happened is that the first time I ran D.ChaosMS.exe, the maplestory window did pop up and had the black screen when it starts to load the game, but after that it crashed and every attempt to run the game ended up in an error as if the server is down.

If there is something I might've missed that could fix this, please let me know.

Did you run D. ChaosMS with another Private Server/Global Maplestory?

no, I ran the game from C:\Nexon just like the video instructed, with every other game or useless process shut down. There was nothing running that would collide with D.ChaosMS.exe

Have you tried running the batch file first? There's a D Chaosms batch file, run that first before running the actual client, I'm thinking you're running a window 7 OS. I know what others would say about it being compatible etc. but it worked like a charm for me after running the batch file for the first time.
