Honesty is good...
This is terrible! he has no ears! But i like the eyes though. Needa work on that body & outline. Well mostly everything! somewhat on the eyes.

Honesty is a good policy. If you are trying to give him CnC, please elaborate on how he can do better, otherwise it's just an opinion. Nevertheless, your feedback is a-okay.
Calling it gay and other things is considered flaming.

@hero, you can get a bamboo tablet if you save up like $50. There are some other tablets that go as low as $20 and get the job done, if you are interested.
I suggest working on your basic shapes like circles to help you draw the body.
Look up how to draw in proportions.
A character is generally 6-8 heads tall depending on where you learn to draw.
You may want to draw first on paper then take a picture or scan and upload, before trying to use a mouse or a tablet.

You need a lot more work.
1.It should make sense. Abs on T-Shirt doesn't make sense

Honestly I don't even understand why some of you just say the must unnecessary things and especially stupid thing. Its his first and on a mouse obviously it would be hard to make it perfect the first time, do you expect him to be superhuman? ._____. so much for the rule no flaming.

His head looks too big compared to the rest of his body, so you should work on proportions. His ears and a more visible neck is missing as well. The fingers should look less blobby. You can always stare at your own hand and try drawing it .
Instead of lining the way you're doing it right now, you should try a line tool? I'm not sure if Paint.net has one because it's just rotting on my desktop. . .

Don't insult people's artwork and call it "CnC" or "constructive criticism", especially if you don't give any advice. "you should draw this better" does not count as helpful. plain old criticism does not help the artist get better.
If you think it's bad at least be somewhat respectful about it like Nikee was.

You Need ALOT Of work, So i actually took 15 minutes out of my life, to show you some tricks artist uses in drawing faces, (I'll do the body next time lol) I'm not saying that this are the ONLY way of drawing, and please, Don't copy moi
