Illegal Cape

No one else notice since when i asked he took it off and said " what cape" but he did pass by an active gm i dont know why the gm didnt do anything or ask

And i think that cape is nx? im pretty sure it is but not positive

One he not a gm two the cape is gm only because its illegal and even if he was a gm i dont think gms can give there nubs, gm eq and if u notice there was a gm right there and didnt do anything -_- just talked about items while the guy ran right by him and when i confronted him about it he removed the cape and said "What cape" and he is not a donor not even donors get this if its a gm item

If he cant have that cape ok then but i asked Crit and Altoids about that cape a day before and they said naw its gm only
