Evan skills not working? Empty Evan skills not working?

How do u make those skills work?? And what exactly do u do to get the dragon to use the skills and what's the weapon they use?? if this is the wrong topic I'm sorry and I'm kinda new so sorry for all the questions. But please help me out. Sad is there something I have to do to get the skills working? Thanks in advance.
