Non-handicapped PVP Empty Non-handicapped PVP

I understand that the more RBs you have in normal or city PVP, the less damage you do. However, this make it unfair because some people create a character with approximately 5RBS, and then give that character some MSIs, and that is very unfair in PVP. Can you please make a PVP where nobody is handicapped?

maybe like dragon nest pvp you can do a 1vs 1 where you equalized and also maybe options for no equalize or yes equalize. and then alos another map for everyone to be there to attack each other aand not 1vs 1

PVP Isn't perfect. It will still be glitchy so just deal with it.
