They might've bought them from someone.

well rearanman from ImOnTheMooon. i look into this matter very closely. i just recruit him. i think he an old player because i see this character name somehow long time ago. but still i will look into this matter very closely..

You shouldn't, I posted my first comment, he might've bought the WRS / VP Gacha items or most likely have vote abused, I circle the option 'Vote Abuse'.

Expel him from guild if you find out he vote abused. If he did vote abuse, ban him 3 Months - Permanent, cause this is not acceptable as I said a while back, it's not fair to legit people who do the right thing but if these things continue, there has to be a punishment.
