Looks like they squint. You should try to move the eyeball on the righthandside 1px to the right.
Even if his pupils aren't black-colored, he still has some, so you should add some.
The eyelash seems to be a little bit too big on some parts.
They eyebrows seem to look way too evil.
The mouth could be a lil bit more in the center of the face, to let him look a little bit more normal.

My edited version of your face would like like that:

But I never really watched the anime, just used google for pictures...
And as you may know, I'm new to the spriting-scene. ~
