Issues of DGM rules

Its been posted a couple times before, So I thought It may be important to bring up the issue of DGM Rules and punishments.
I'm assuming most rules follow the GM rules, with the addition of no item giving.
As for punishments, I leave that in another hands.
It's not particularly important, but it is definitely worth some attention.
