I get it on my account on all my characters after I used the @dchaos command, the hair shop pops up and then I get the error after the game crashes immediately.

Change your hair color to black before changing anything else.

I mean I log in, the UI is all over the screen weird, the hair shop is up, I can't do anything, and then MS crashes.

Then you didn't download the custom v83. The CUSTOM v83 has custom files. The NORMAL v83 does that when you try it. It's required, even if you have the normal v83.
