Can anyone Upload new Full Install? or upload their files? (error inside)

ive tried to download earlier and it told me "under maintnence" but now the files are back up but now im getting this error :/

tried
internet explorer (doesnt even "save as", "save", or even "open" )

and chrome gives this error

"insert link to original download from pastebin" (cant post external links yet)
