Programs used for photo designing are either
-Adobe Photoshop
-Adobe Fireworks
Either is good.
One thing to start out with is clothing, since that is easy enough.
Clothing requires shading and a color palette.
You can find a palette tutorial right here. http://www.dcmsforum.net/t2999-spriting-tutorials
Shading is giving the clothing more depth into it. http://www.dcmsforum.net/t871-guidlines-to-spriting-by-sai
Hairs is not a thing a beginner should work on first. Begin it when you learn how to make a outline and how to shade in a hair the correct way. There's many tutorials about hair, if you want to see one, just PM me.
