Yea, Xeta is banned but he was banned for insulting Ui.

According to the rules, it states that Ui either has to ask the Admin for permission to ban or jail him, not sure if Ui asked for permission to ban Xeta or not since he is banned.

it is likely that he didn't, since the owners are unlikely to be awake at that time.
however, given the circumstances, they most likely would have said yes anyway, given that the person banned in question is a douchebag.
