2 new channels? Empty 2 new channels?

I leave for a few hours and come back to find 2 more channels.

I also noticed a new NPC, the Blue Balloon in the FM for exchanging something called AP. Did this just happen? It seems odd that there's no word of it anywhere on the site or forums.

EDIT: AP = Ability points. I should have noticed that earlier.
