Cant play D.chaos :( Empty Cant play D.chaos :(

can someone tell me whats wrong, whenever i start the game keeps saying "Unable to connect to login server. This may be due to a server crash or check, please check the website as well" i tried restarting my pc and modem and still says that, what can i do? plus i cant even vote.
