Phantom Class Empty Phantom Class

So I just leveled my assassin up to lvl70 and I want to change him into the Phantom class but the only option is Hermit. Is it possible to change my rouge into a Phantom?

This server uses skill covers. Go to night lord, and you have all skillz (Except the copy one).
